Many people suspected that evolution happened, just by looking at the known species and fossils. The problem was that nobody could work out how it happened, If you come up with a novel idea, particularly one that contradicts the state religion, you had better have a good explanation of the mechanism, or other people ae going to mock you pretty heavily.

What Charles Darwin came up with was not the idea of evolution, but the Theory of Natural Selection, a very concrete explanation of how evolution happened. And he did that by looking at isolated areas, such as the Galapagos islands, and seeing how a single species seemed to have spread out to take advantage of many opportunities, because there were not other species already occupying them.

The theory of natural selection is indicative of nature's imperfections. According to it Nature is still improving. This theory points out the absence in Nature at present of the best forms that it will produce in the future. Progression is always downward, a law.

Who in the West understood the functions of natural laws?

Your second statement is incorrect and incompatible with evolutionary theory. Evolution is not about producing better and better forms of life. It is about existing life fitting more completely into it’s environmental niche, or changing over generations to fit into a changing environment.
When you start with a faulty premise, your conclusions are likely to wrong.

It would have been sensible of you to inquire about the laws of nature to better understand where the two gentlemen (Dayanand & Einstein) I quoted stood on evolution or even better you could have commented on my debate.

He further wrote in "Social Environment and Moral Progress," strongly refuting the social and moral evolution theory:

The wonderful collection of hymns known as the Vedas are a vast system of religious teachings as pure and lofty as those of the finest portions of the Hebrew Scriptures. Its authors were fully our equals in their conception of the universe and the Deity expressed in the finest poetic language."

"In it (Veda) we find many of the essential teachings of the most advanced religious thinkers."
