How do I sent my site tog google to get them reveiwed and in their search engine?

I'm not sure exactly who "them" refers to, but if I'm guessing right, you are trying to ask how to get your site (that promises to maximize students academic potential) registered with Google?

Go to Google. Click "About Google". Look for the word "Submit".

To get to the top or should i say on the first pages you will need a good SEO Specialist.

Hey to get Ranking in Google you need to do the seo.
Concentrate on Blog commenting and for posting. They will help you to get good ranking in Google.
