Callington Driver - F Neal

I've recently discovered that a Callington Driver by the name F Neal is referred to in the Black Book of Cautions and Commendations to Enginemen c.1923-1944 (Rail 651/1) held at the National Archives. He was cautioned as a result of a derailment of a train no. 160 (Bere Alston Points wrong) on 06/07/1923. He was also cautioned on 20/02/1925 due to loss of time by Engine E222. He was also suspended for 1 day on 08/10/1926 for running through points at Callington and Engineer man changing over whilst engine in motion. He was severely reprimanded due to a steam brake piston seizure in cylinder (Engine E192) and severely reprimanded as a result of a derailment at Callington 27/09/1928 (Engine E0515). He received a further caution on 03/05/1924 for not wiring info to Friary re. failure (Engine E757).

Can anyone confirm if this was a Frederick Neal and provide any additional information. Many thanks.
