Decreasing LOS for ER Discharge patients

My new project of late is from admin. to devise a plan to decrease of LOS in the ER-concentrating on our d/c'd patients only. There are SO many variables...staff, doctors, CT, Lab, xray, triage abilities...and the list goes on. I've started standard orders but have met resistance from some nursing. Problem One-our staff has gotten away with minimal consequences for "laziness", texting, phones, eating, smoke breaks, etc. I need to harness this, but in a way not to alienate further with a push to create effective and effecient patient care.
Anyone care to share ideas?

There is a book entitled "Hardwiring Excellence" I recently read that has great real life examples of ways you can achieve your goal. The art of excellence is something that has to be set as manadatory standard in the departmant as well as within the entire hospital. Hopefully your senior administrators also believe in this and are helping you to push this message from the top to the bottom. Let me know if you need anything else.
